My expererience is that Helix Ultimate is very slow on mobile. It is difficult to get a hight performance score from Google Lighthouse.

SPPB used bootstrap CSS classes (@media) to hide sections, addons from desktop, Tablet, Mobile but in HTML code it's still loaded - so I would use mix of those:

1. Blank component (you can find on JED)
2. Advanced Module Manager (RegularLabs.com)
3. And I would use 2 SPPB Modules: one for Desktop and Tablet and second for the Mobile only in one of template positions (content-top for example).

Then becuase AMM used PHP/JS method to detect and display module, 2nd module will not be used at all.

Of course this is one of the methods. Yes, I know AMM is also "heavy", so this is some sort of compromise.
