You have overridden SP Page Builder and so it is not working. Please remove all the customization and then check. You might need to ask your template provider for this.

When you say I overriden SP Page Builder, are you talking about custom CSS in the template settings, or more about the framework of Jollyany template and Astroid framework.

It was overridden on Jollyany template files. Search for any folder named like sppagebuilder under your template files. I have also seen some custom addons that might be developed under your template files. If you remove these, then it will work as normal.

Ofi, I have disabled all Jollyany plugins, checked the template folder and didn't see sppagebuilder at all. I've gone through and disabled almost all 3rd party plugins, disabled captchas, and even switched templates to Cassiopeia and no luck.

I dev tools mode, I do see this and my client is using Cloud Flare for DNS and Rocket Loader which I believe is a page speed feature in CloudFlare. Do you think a cloudflare setting/feature could be the culprit?

It could be. Cloudflare might be blocking the engine.js file. Please follow this documentation
